Does this not give you opportunity to poach and try and stretch a team by always keeping someone near the 18 yard line, not to kick it to but for him get involved by trying to draw defenders out of position. I think this is an attempt to expand on the 'interfering with play' idea, except as earlier mentioned - just makes officials' jobs more difficult. Lets hope those referees who prefer to court controversy in the Second Division follow this decision.
