TRVMP
Leaving aside the obvious answer - it's Jim Torbett, and others like him - there's a strong case to be made for Walter Smith, who is a sadistic bully. Obviously nothing he did is in the same ballpark as that of Torbett or the other beasts to have infested the beautiful game, of course.
EanieMeany
Could probably do with separate Rangers* categories for this, tbh. AWMSC

Those perverted old bastards were the reason why our generation have been subjected to countless hours of documentaries with Bob Wylie whining on about why Scottish football is crap, and everything from Teachers strikes to PlayStations being blamed, but ignorant to the two biggest clubs in the country raping and abusing hundreds of young boys. *insert signature here*
TRVMP
I do wonder how much went on, and what people knew, and when they knew it.  The sad fact of the matter is that any environment with lots of young people about - and in the case of football, a lot of young people from disadvantaged backgrounds - is going to attract predators. Scotland these days is much better at protecting children from abuse, and while at times the amount of paperwork and checks involved may seem daunting, it's undoubtedly for the greater good. One wonders how bad it is elsewhere in the world. There are all kinds of football schools across West Africa, for instance, where one imagines the safeguards are much less stringent. How much goes on there? What about Eastern Europe? Central America?  Maybe going off-topic a bit now but the point is that unless there is a proper safety framework, and a culture of being able to speak out about abuse (or at the very least to report it), kids are going to become victims. Unfortunately the custodians of the game in Scotland failed to provide these for decades, and countless lives have been ruined because of it.
